The Office of Federal Contract Compliance Programs (OFCCP) recently added two infographics to the collection of federal contractor resources available on its website. These new resources concerning jurisdictional thresholds and protected veteran status are being offered as part of OFCCP’s outreach and education efforts.
The first infographic titled “Jurisdictional Thresholds” provides guidance to employers in determining when OFCCP’s regulations apply under Executive Order 11246, Section 503 of the Rehabilitation Act of 1973 (Section 503), and the Vietnam Era Veterans’ Readjustment Assistance Act (VEVRAA). For each of these three regulations, the infographic is broken down separately for supply and service companies and construction companies, along with the number of employees and federal contract amounts that are required for basic and affirmative action program (AAP) coverage.
The monetary thresholds in the Section 503 infographic reflect the inflationary adjustment (from $10,000 to $15,000) previously authorized by the Federal Acquisition Regulatory Council. The infographic does not, however, reflect the upcoming threshold increase (from $100,000 to $150,000) that will require federal contractors and subcontractors to prepare an AAP for protected veterans. This increase will take place on October 1, 2015.
The second infographic titled “Am I A Protected Veteran?” offers a list of questions to help applicants and employees determine how to complete the protected veteran self-identification form. The flowchart guides applicants and employees to determine their veteran status, and then explains whether that status is protected under VEVRAA. Although they are not required to do so, employers may want to consider including this infographic with other posters and/or materials offered to applicants and employees when requesting that voluntary self-identification forms be completed.
