Howard Rubin

Office Managing Shareholder Portland

Howard Rubin is the Office Managing Shareholder of the firm's Portland office. Howard has been representing public and private employers in employment and labor law matters for more than 30 years. His traditional labor work includes representing employers in labor arbitrations, labor agreement administration, negotiations, unfair labor practice charges, and union organizing. Howard also regularly advises employers on day to day employment law matters such as performance management, employee handbooks, discipline and discharge, wage and hour, and administrative discrimination complaints.

Howard has appeared before federal and state administrative agencies, such as:

  • The National Labor Relations Board
  • The Oregon Employment Relations Board
  • The Washington Public Employment Relations Commission
  • The Oregon Bureau of Labor and Industries
  • The Equal Employment Opportunity Commission

Prior to joining Ogletree Deakins, Howard was a practicing lawyer at a law firm he co-founded in 1989.
