Drawing on government-side experience at the Federal Mine Safety & Health Review Commission and the Federal Labor Relations Authority, Zach understands how agencies build cases, evaluate violations, and negotiate. Zach advises across the full lifecycle of MSHA and other workplace safety matters, including incident response, fatality and accident investigations, discrimination and whistleblower claims under the Mine Act, and contesting citations, including those designated as significant and substantial (S&S) and unwarrantable failures. His practice includes settlement negotiations, hearings before administrative law judges, and appellate briefing.
