The National Labor Relations Board (NLRB) under the Obama administration changed most major rules regulating how unions organize and engage in collective bargaining. Many observers expected a Trump NLRB to begin to swing the pendulum back. After nearly three months, however, pro-labor Board Members still hold a 2–1 majority on the NLRB, and two vacant seats sit open waiting for presidential nominations. Change is coming—we just don’t know when or how much.
