Chad M. Horton

Shareholder   |   Baltimore

Chad represents unionized and union-free employers in labor and employee relations matters, including in court and in administrative proceedings before the National Labor Relations Board (NLRB), the Equal Employment Opportunity Commission, and the Department of Labor (DOL). He represents clients in many industries, including manufacturing, government contracting, healthcare, and non-profits.

Chad has served as management’s chief negotiator in collective bargaining negotiations. He has also represented management and served as first chair in numerous labor arbitration procedures. Chad has helped employers navigate complex legal issues related to plant closures, relocations, and sales. He also assists employers with effectively responding to union campaigns.

Before joining Ogletree Deakins, Chad served as a Field Attorney with the NLRB, where he investigated and litigated unfair labor practice charges, administered secret ballot elections, and conducted representation hearings. Chad’s prior experience with the NLRB provides clients with a unique insider’s perspective on compliance with the National Labor Relations Act and navigating pending charges and litigation before the agency.

In addition, Chad has guided employers through Occupational Safety and Health Administration and Environmental Protection Agency investigations, as well as audits conducted by the DOL.
