Chad Horton focuses his practice on representing unionized and union-free employers in traditional labor relations matters. He regularly assists employers responding to union organizing campaigns and administrative proceedings before the National Labor Relations Board (NLRB). Additionally, Chad routinely represents unionized employers in collective-bargaining negotiations, labor arbitrations, and labor agreement administration. He has also assisted unionized employers with navigating union decertification, withdrawing recognition from unions, and complex plant closures, relocations, and sales. He represents clients in several industries, including manufacturing, retail, government contracting, healthcare, higher education, and non-profits.

Chad has served as management’s chief negotiator in collective bargaining negotiations. He has also represented management and served as first chair in representation cases and unfair labor practice proceedings before the NLRB, as well as in labor arbitration matters. He also assists employers with auditing and updating employee handbooks.

Chad brings a unique and valuable perspective to his practice. Before joining Ogletree Deakins, Chad served as a Field Attorney with the NLRB, where he investigated and litigated unfair labor practice charges, administered secret ballot elections, and conducted representation hearings. Chad’s prior experience with the NLRB provides clients with a unique insider’s perspective on compliance with the National Labor Relations Act and navigating pending charges and litigation before the agency.

In addition, Chad has guided employers through Occupational Safety and Health Administration (OSHA) and Environmental Protection Agency (EPA) investigations, Equal Employment Opportunity Commission (EEOC) investigations, as well as audits conducted by the Department of Labor (DOL).
