Sue J. Noh

Sue Noh is an of counsel in the Orange County office of Ogletree Deakins. Sue has litigated single plaintiff, and class matters for 25+ years in state and federal courts including discrimination, harassment, and retaliation claims based on race, national origin, age, sex, pregnancy, and disability.

From January 2001 through January 2020, Sue served as an attorney in the Los Angeles District Office of the U.S. Equal Employment Opportunity Commission (EEOC) focusing on class or systemic litigation.  As a Supervisory Trial Attorney from 2010 through January 2020, she supervised and led EEOC litigation in California, Nevada, Hawaii, and Washington. She also advised the district’s management on individual and systemic enforcement matters, conciliations, settlements, commissioner’s charges, petitions to revoke, and subpoena enforcement actions.  Sue also provided training to employers through the EEOC’s Technical Assistance Program.

From July 2020 through April 2022, Sue served as an Assistant Chief Counsel for the California Department of Fair Employment and Housing (DFEH) (now known as the Civil Rights Department). At DFEH, she led litigation under the Fair Employment and Housing Act (FEHA), focusing on class-based sex discrimination, harassment, retaliation, and housing discrimination against families with children.

Sue worked with counsel for employers to develop tailored and creative injunctive relief in the consent decrees that resolve litigation brought by EEOC or DFEH.  Prior to working at EEOC and DFEH, Sue started her career working at a boutique civil rights firm and litigated class cases alleging violations of FEHA or the Fourth Amendment.
