Phillip Russell is a board-certified OSHA and employment lawyer with over 30 years of experience helping employers navigate workplace safety and employment law issues. Known for his practical, business-oriented approach, Phillip is a trusted advisor to companies facing complex compliance challenges, crises, and high-stakes litigation.

Phillip has received national recognition for his client service. BTI Consulting named him a Client Service All-Star in OSHA and Employment Law, and Chambers USA ranks him among the top attorneys in Occupational Safety and Health and Labor and Employment. Clients view him as a skilled OSHA and highly practical lawyer who prioritizes business goals and meets client needs.

OSHA Inspections, Citations, and Litigation. Phillip has represented employers in hundreds of OSHA inspections, including over 225 workplace fatalities across various industries, such as construction, manufacturing, and logistics. His focus is clear: protect people and minimize business risk. When OSHA arrives, Phillip brings calm to chaos and clarity to uncertainty, assisting clients in managing investigations and avoiding costly citations. One client said, ‘Phillip and his team gave us calm and clarity with practical solutions after a fatal accident on one of our job sites.’

OSHA Preparedness and Training. Phillip doesn’t just respond when OSHA shows up—he helps clients prepare well in advance of an inspection. He collaborates with employers to develop, enhance, and implement OSHA inspection procedures and provides training for safety teams, in-house legal staff, and operations leaders. Phillip has delivered these programs across entire organizations for national companies and on major construction and manufacturing projects, giving clients confidence and control when OSHA arrives.

OSHA Regulatory Advocacy and Thought Leadership. Phillip advises national employers and industry associations on OSHA policy and regulatory priorities. He was a leading voice against OSHA’s COVID Emergency Temporary Standard, which the U.S. Supreme Court ultimately struck down. A recognized thought leader, Phillip hosts the firm’s OSHA podcast Dirty Steel-Toe Boots, edits the ABA’s leading OSHA treatise twice, and regularly speaks and writes for industry groups.

Employment Litigation and Strategic Advice. Phillip also acts as lead strategic counsel in high-stakes employment litigation and offers labor and employment guidance to clients. His approach integrates legal knowledge with business insight to deliver practical, strategic solutions.

Personal. Phillip and his wife, Liz, have three children and co-founded Autism Inspired Academy, a nonprofit school serving 155 students on the autism spectrum. Outside of work, Phillip enjoys boating, diving, spearfishing, and spending time with family. A proud Ramblin’ Wreck from Georgia Tech, he never wears red and black.
