Christine M. Flack

Of Counsel   |   Portland (OR)

Christine is an experienced counselor and litigator who helps employers navigate the shifting boundaries of traditional labor law, where informed strategy and proactive risk management are essential. She brings deep experience with the National Labor Relations Act and an insider’s understanding of how the National Labor Relations Board investigates and evaluates employer decision‑making.

Christine’s practice spans the full spectrum of labor relations and employment issues, including NLRB investigations and proceedings, union organizing campaigns, representation elections, collective bargaining, grievances and arbitrations, internal workplace investigations, and day-to-day compliance issues. She works closely with management teams to anticipate challenges and develop practical, defensible strategies that preserve operational flexibility and advance organizational goals.

Prior to joining Ogletree, Christine spent more than a decade with the National Labor Relations Board, gaining extensive experience across both litigation and policy. Most recently, she served in Washington, DC as a supervisory attorney in the Contempt, Compliance, and Special Litigation Branch, where she advised NLRB Regional Offices nationwide on investigations and administrative proceedings and represented the agency in federal court matters involving contempt, rulemaking, and constitutional issues. Christine’s NLRB career also included several years of service in a Los Angeles Regional Office, multiple detail assignments across other regions, and a role as a staff attorney to NLRB chairmen and Board members, where she drafted and advised on Board decisions and orders.

This rare vantage point now shapes Christine’s approach to advising employers, giving her a practical understanding of how labor law is created, enforced, and judged by government officials and federal courts.
