As reported in the September 2010 issue of the Immigration eAuthority, the validity of birth certificates issued by the Commonwealth of Puerto Rico prior to July 1, 2010 will become invalid as of October 31, 2010. Accordingly, employers cannot accept birth certificates issued prior to July 1, 2010 as a valid List C document for purposes of completing Form I-9 Employment Eligibility Verification. A summary of the immigration effects of the change in birth certificate validity can be found on the USCIS website.
