The Obama administration has targeted April 2016 for the release of its final regulations implementing Executive Order 13673, Fair Pay and Safe Workplaces, better known as the “contractor blacklisting” regulations. The final regulations will transform the way that government contractors approach violations of federal labor laws and evaluate the business threat posed by audits, investigations, and enforcement actions by the U.S. Department of Labor (DOL), U.S. Equal Employment Opportunity Commission (EEOC), and the National Labor Relations Board (NLRB).
