On June 27, 2025, Office of Federal Contract Compliance Programs (OFCCP) Director Catherine Eschbach published a letter asking federal contractors to voluntarily submit information to the agency identifying their efforts to “wind down” compliance with Executive Order (EO) 11246. On July 1, 2025, OFCCP published three proposed rules seeking to formally rescind the implementing regulations under EO 11246 and modify the regulations implementing Section 503 of the Rehabilitation Act and the Vietnam Era Veterans’ Readjustment Assistance Act (VEVRAA). These developments follow the U.S. Department of Labor’s congressional budget proposal, which seeks to eliminate OFCCP and transfer enforcement of Section 503 and VEVRAA to other federal agencies.
