Evan’s practice focuses on assisting clients with cybersecurity and data privacy matters, which include navigating state, federal, and international privacy frameworks, preparing privacy policies and notices, and coordinating data incident response and notification. He regularly advises on cutting-edge issues, including misappropriation of Name, Image, and Likeness (NIL), the right of publicity, and Artificial Intelligence (AI). Evan also helps clients comply with numerous privacy laws, such as the California Consumer Privacy Act (CCPA), the Freedom of Information Act (FOIA), the Family Educational Rights and Privacy Act (FERPA), the Privacy Act of 1974, the Electronic Communications Privacy Act (ECPA), and more. Evan is a Certified Information Privacy Professional – United States (CIPP/US) and a member of the International Association of Privacy Professionals.

Prior to joining Ogletree, Evan served in the Office of General Counsel for the United States Department of Housing & Urban Development where he conducted legal reviews of records disclosures, interagency data transfers, proposed privacy and AI legislation, data collections under the Paperwork Reduction Act, and compliance with government cybersecurity laws. Evan also litigated a variety of data privacy, defamation, AI, and other civil claims with a national law firm and clerked at the United States Department of Justice, where he assisted in defending individual federal employees against claims arising out of on-the-job conduct. Evan received his B.A. from Xavier University, and his J.D. from Washington University in St. Louis School of Law, where he served as a Senior Editor for the Washington University Law Review.
